HB10-1188: Rafting Bill Won’t Change Rights of Private Boaters

A bill expected to be debated on the floor of the Colorado House of Representative today may add clarity to the rights of commercial boaters, but it will do nothing to change the rights, such as they are, for private boaters in Colorado, the Aspen Daily News reports. It may surprise many local boaters and kayakers to learn that the mere act of floating by, or through, private property, is seen as grounds for civil trespass by some legal experts.
